Francis offers senior international expertise in the fields of land access and involuntary resettlement, stakeholder engagement and community relation in the context of major development projects in the mining, transport, energy, water and public infrastructure sectors.
He has contributed as team lead and resettlement specialist to numerous projects in Africa, Latin America, Canada and the Middle East.
Francis graduated from University of Guelph (Canada) in International Development / Community Development, and completed a Master’s degree in Environmental Management from the University of Sherbrooke (Canada). He is fluent in English, French, Spanish and Portuguese.
