Celia Ruiz Miralles is a social performance and resettlement specialist with extensive global experience managing complex land access, resettlement, and livelihood restoration projects. She has worked across West Africa, the Middle East, Latin America, and Europe, supporting clients in the mining, renewable energy, transport, and infrastructure sectors.

She has led the development of resettlement action plans, livelihood programs, ESIAs, stakeholder engagement strategies, and Human Rights Impact Assessments, ensuring alignment with international standards. Celia also brings expertise in social risk and conflict analysis and has contributed to corporate social performance policies for a major energy company.

Fluent in Spanish, French, and English, with additional proficiency in Arabic and German, Celia combines a multilingual, hands-on approach with a strong ability to build trust across cultures. She holds a BA in Politics and Arabic from the University of Leeds and a Master’s in Geopolitics and Strategic Studies from Universidad Carlos III in Madrid.
