José Tovar

Senior Consultant

José Tovar is a Senior Consultant at SRA and has 15 years of experience in the planning and implementation of land access and resettlement processes. His expertise includes leading stakeholder engagement programs, developing and negotiating compensation frameworks, and preparing risk management and impact mitigation strategies. In addition, as an architect and urban planner, he has a particular specialisation in the planning, design and realization of resettlement houses and communities.

José has worked in socially complicated contexts in countries such as Libya, Panama, Nicaragua, Colombia, and Mexico. He has helped lead resettlement processes in Colombia and Mexico from initial planning through implementation, and led the design and planning of two resettlement communities for displaced indigenous peoples using the principles of FPIC in Panama.

Currently, José is leading two large-scale land access and resettlement programs in Mexico, including negotiations with a number of different indigenous communities (ejidos) and realization of key elements of the client’s overall Social Management Plan.

José’s projects have won a number of awards, and he has been a guest speaker at numerous international forums. He has a Bachelor of Architecture degree from the University of San Luis Potosí in Mexico, and a Master of Arts degree in Housing & Urbanism from the Architectural Association Graduate School in London, UK.
