Célio is an experienced land access and resettlement practitioner, having worked on a variety of projects for the last 12 years, including major oil & gas projects in Mozambique and Tanzania.

He holds a Master’s in Sustainable Development from the Federal Rural University of Rio de Janeiro (Brazil) as part of The Global Association Master’s in Development Practice Program (MDP), and a degree from the Faculty of Arts and Social Sciences – Eduardo Mondlane University (Mozambique). Célio is fluent in Portuguese, English and Emakuwa.
